Adds a tag to an instance if it is not present, otherwise does nothing.
Example:
codename: "action.add.tag"
arguments:
value: "YES"
vr: "CS"
tags:
vr is also possible in the arguments, if not specified, we retrieve the VR corresponding to the tag
Exactly one tag, the tag to be added can be specified in the "tags" attribute
If the tag is already present, no action will be applied to it, meaning that another action can be applied after that
If the tag was not present, it is added with the value specified in the value argument, and further actions applied to that tag in the profile will be ignored.
